He is definitely unconscious. The viewer on the chair is lowered around his eyes but you can see they're closed through it... however you can see the text from librarian's papers scrolling across that visor.

That doesn't seem to be it... Even as you say that a memory tube appears on Kon's lap, perhaps signaling the opening of the last gate. Librarian's spell begins to dissipate, as it's done it's job.
